Use governance settings to define and enforce business rules for scorecards, selection criteria, and other sourcing decisions.
Navigating to the Rules & Governance page
This lives within Settings at the bottom of the expanded main menu.
Note: if you do not see Settings, you do not have Group Manager access. Please reach out to support@persuit.com if you would like access, cc'ing another Group Manager for approval.
Click Rules & Governance.
There are two sections where you can define and enforce business rules:
Scorecard
Set mandatory scorecard categories, subcategories, and minimum weightings for all scorecards in your organization, ensuring consistency regardless of the template selected.
When creating a new Scorecard rule, you can only have one mandatory category in a single rule. A rule can have multiple PERSUIT Use Cases tied to it but a Use Case can only belong to one rule at a time.
When drafting your request and if the Use Case chosen has a Scorecard rule assigned, you'll find the rule listed within the Scorecard section with a purple lock icon next to it and scoring guidelines pertaining to that rule. This means that this request cannot be published if the rule is not followed.
Proposal Selection
Set rules to guide proposal selection and align decisions with organizational goals. These settings control which proposals can be selected from the compare table or proposal view. There are different selection criteria available to toggle on and more than one criteria can be toggled on at once.
- Highest Score - Proposal has the highest ranking out of all received proposals
- Lowest Price - Proposal has the lowest price out of all received proposals. This rule only applies if you request total price.
- Only apply rules when total proposal value is above: $xxx - The rules are only applied if the total price is requested and the proposal is above the set value threshold.
Non-compliant proposals can still be selected but your team will need to fill out a simple text field where they explain why the non-compliant proposal was selected.
You can also create a customized questionnaire to ensure precise feedback is shared as to why the non-compliant proposal was selected in place of the default text field. Enable Proposal Selection Question to customize the questionnaire by switching the toggle to purple.
Note: the Proposal Selection question can still be enabled even if no compliance rules are set for your organization.
In any published request, you'll see a blue note at the top of the request with the set proposal selection guidelines and a related status bar on the proposal that qualifies for selection.
When non-compliant proposal selections are made, it will trigger a review notification and require justification from the selector. This is where you can see your customized questionnaire, if enabled.
You'll also receive an email notification once a non-compliant proposal has been selected.
Non-Compliant Proposal Selections
The final section of the Rules & Governance page is the Non-Compliant Proposal Selections. This section includes a table that lists the proposals selected outside the defined rules. Users must provide a justification for these selections to ensure transparency and accountability. This table can be used to review who made the selection, when it was made, and the reason provided.
