You can still reopen an RFP to individual firms when a request is in the Evaluating Proposals status.
There are two ways this can be done:
1) the Manage Firm button within the Firms tab of the request; or
2) the Negotiate button which can be found within the Manage Proposal button of the specific firm’s proposal.

Reopening Requests through the Manage Firm button:
In the Firms tab of the RFP, find the firm you'd like to reopen the request for and click Manage Firm.
When the Manage Firm pop-up expands, click Reopen Request for Proposal Revision and then confirm your decision in the next screen.
You will know this has successfully reopened for the firm when you see the gray status bar appear in the firm's information.
Note: There are no limits to how many times a firm's proposal can be reopened.
Closing the Request
The Request can be closed the same way that it was opened, through the Manage Firm button.
Click on Manage Firm within the Firms tab of the RFP.
When the Manage Proposal pop-up expands, click Close Request for This Firm . Then confirm your decision in the next screen to finalize the process..
You will no longer see the gray status bar within the firm's information as their proposal has successfully been closed.
